International Hydrogen Ramp-Up Program (H2Uppp)

The H2Uppp programme accompanies and supports the ramp-up of the green hydrogen market and Power-to-X (PtX) applications in selected developing and emerging countries.

Unlike other hydrogen-related support initiatives, H2Uppp focuses on developing green hydrogen projects in the early phase. The programme is commissioned by the German Federal Ministry for Economic Affairs and Energy (BMWE).

What is our goal?

H2Uppp aims to identify, prepare and accompany the implementation of projects for the production and use of green hydrogen and Power-to-X applications, and to raise awareness and transfer knowledge for developing green hydrogen projects. Together with partner countries, it can identify economically efficient production and use processes and potential project opportunities along the value chain, and develop business models.

How does H2Uppp work?

To achieve its goals, H2Uppp works in three fields of action:

Field of action 1 (Networking and project scouting): H2Uppp supports companies in identifying project ideas and building networks, for example with project partners or potential customers. It also offers green hydrogen training to partners from the private and financial sectors, and strengthens public-private dialogue through trade fairs and specialist conferences.

Field of action 2 (Public-private cooperation): H2Uppp works with private companies to jointly implement pilot projects in green hydrogen and Power-to-X. Formal partnerships are established for this purpose under public-private cooperation.

Field of action 3 (Knowledge and capacity development): H2Uppp accompanies project ideas with extensive studies and technical training. At specialist conferences, it strengthens the activities of local institutions and develops joint measures for a successful market introduction.

Public-private partnerships (PPP)

GIZ, Soventix Chile SpA, SI Solar Investments GmbH and Pabettin GmbH

A series of studies for designing a sustainable park of renewable hydrogen and ammonia plants in the Antofagasta region, based on an optimised analysis of regional infrastructure that includes technical-economic and structural analysis.

GIZ and INERATEC GmbH

This public-private partnership assesses the potential and possible constraints of a Power-to-Liquid (PtL) plant in Chile.

GIZ and RP Global

Comprehensive studies for the large-scale production and export of green hydrogen and ammonia in Argentina.

GIZ and K-UTEC

Valorising reject brine to improve the sustainability of ecological and economic processes.

The scoping study identified a technically and economically viable route for turning reject brine from desalination plants in northern Chile into a specialty fertiliser: producing langbeinite (K₂SO₄·2MgSO₄) through solar evaporation, without chemical reagents. At the 3 GW reference scale, the selected route considers a CAPEX of about €28 million, an estimated payback period of 7 to 9 years and output of about 15 kt/a of chloride-free fertiliser for export agriculture. The technology is at TRL 4–5 and is being validated at pilot scale at K-UTEC’s technical centre in Sondershausen, Germany.

GIZ and WILO

Scaling modular green hydrogen for industrial transformation in Brazil and Chile.

H2Uppp in Latin America

The programme’s Latin American portfolio comprises 19 public-private partnerships. Review the regional presentation here: H2Uppp LATAM Impact.
